At the time of writing this foreword, over 4 million people have escaped the war and sought safety elsewhere in Europe. The response of European countries to this enormous exodus has been immediate and heartening. This shows that putting the protection of human dignity and the observance of international obligations at the centre of state action is both necessary and possible even in such a situation."
