The training of officials who first come into contact with asylum seekers, in particular at border points - Recommendation No. R (98) 15 and explanatory memorandum (2000)
The aim of this recommendation is to prevent refoulement and the turning away of asylum seekers at the border as well as to ensure unimpeded access to the asylum procedure in member states by those seeking asylum through appropriate training of officials who first come into contact with asylum seekers, in particular at border points.
