The 7th Seminar of the European Network of Training Organisations (ENTO) discussed the attempts many local authorities make to balance their legal duties with providing efficient service and to seek a better management of resources, greater user influence and increased joint responsibility. Staff at the local authorities focus on their legal duties whereas elected representatives, anxious to respond to their electors, want speedy and efficient service.
