At their 11th session, the ministers of the forty member states of the Council of Europe responsible for regional planning, considering that water is an extremely valuable resource which is essential to all forms of life and is imperative for the sustainable development of the whole European continent, formulated a number of strategies for the protection and management of freshwater resources within a comprehensive regional/spatial planning framework.
