New trends in electoral law in a pan-European context - Proceedings, Sarajevo, April 1998 (1999)

This seminar brought together specialists both from the academic and practical worlds, and concentrated on the indispensable constitutional principles for a democratic election - universal suffrage, equal, free, secret and direct voting - as well as the organisational mean of guaranteeing the legality of elections, before discussing in greater detail the question of electoral systems and their effects in old and new democracies alike. Particular attention was given to electoral reform in Bosnia and Herzegovina.
